It is signed W.H. Singhoff in the lower right.

William Henry Singhoff was born in Germany on Aug. 16, 1892. He immigrated to Los Angeles about 1918. He died there on Oct. 12, 1981. He is listed in Edan Hughes, "Artists in California, 1786-1940".
