This is an IVORY NESTUKE. The Hand Carved Daruma has sliding eyes that move horizontally. In the vernacular called a Popeye Netsuke.
Signed. This desirable IVORY NESTUKE measures 1 1/2" tall X 1 3/8" wide X 1". In the form of Daruma waking from his meditations and he couldn't believe his eyes.

The size is 1 5/8" tall X 1 7/8" long X 1 7/16" wide. Signed by the Carver on the bottom and date this piece ca. 1975, perhaps a little earlier.
