This medal was given for the "winner of the target shooting in 1938". A small village shooting club, many of which were spread throughout Germany, would have issued it. These were "men's clubs" that had annual shooting contests with winners eventually working their way up to national competitions. These shooting clubs still exist today, many being several hundred years old and steeped in German traditions and values.
