This brooch is made of copper created using the technique of repousse. I don't know if the coin is really a commemorative coin or a reproduction. However, I do know that he brooch was made during the late 1800's - early 1900's - during the reign of Edward VII. The open "c" catch is another indication of the age of the brooch.

I believe that the small loop on the back of the brooch was used to attach a chain for a lapel watch.
The finely detailed painting was done with oil paints...

The maker's mark is mostly illegible to me, though the words "sterling" and "Hecho en Mexico" are very clear. I date these cabochon domed earrings to the 1950's because there is no eagle mark and the .925 number is not used.

A photo of a very similar brooch is shown in the book "Estate Jewelry 1760-1960" by Diana Sanders Cinamon (page 16). This was the first time I had read the term "aigrette" ... a Georgian hair ornament used to enhance the very elaborate hair arrangements of Georgian society women. When this style of jewelry fell out of favor - late Victorian - it was often converted to a brooch as was the brooch listed above.
