Burley was a painter in watercolor and oil who was born in Greenwich, England, 1901. He studied at Goldsmiths' College School of Art. He exhibited at the Royal Academy, the Royal Institute of Painters in Watercolours and the Royal Society of British Artists. He lived in London and Kent.
