Born in Edinburgh, Campbell studied at the Royal Scottish Academy. He went on to a successful career as a portrait and historical genre painter ultimately settling in London. He exhibited widely in Scotland, England and Europe. Among the venues in which he exhibited were the Royal Academy, Royal Scottish Academy, Walker Art Gallery, Royal Glasgow Institute of Fine Arts, Munich Art Gallery, Society of Scottish Artists and Royal Society of Portrait Painters.
Campbell is listed in A Dictionary of Contemporary British Artists, 1929 by Dolman and The Dictionary of Scottish Painters: 1600-1960 by Harris and Halsby.
