This is a whimsical piece by one of the most important potters in the 20thcentury who hailed from Seto, Suzuki Seisei 鈴木青々(1914-1990). It is created using his signature technique, employing brightly colored translucent glazes, pale blue and light and dark green in this case, on an iron rich dark background.

German 800 silver and glass vase, ca 1910. Tapering trumpet-form in clear glass with acid-etched wreaths, scrolls, and flowers. At top pierced and chased 800 silver mount with cherubs, flowers, and scrolls. Detachable 800 silver base with spread foot with scrolled cartouches (vacant). Same ornament.
