As a type of traditional Japanese folk toy called 'Ohajiki' (ref. https://en.wikipedia.org/wiki/Ohajiki), this is 'Hakata ohajiki' made of clay produced by the craftsman of 'Hakata doll' (ref. https://en.wikipedia.org/wiki/Hakata_doll), as a lucky charm with suggestive meaning as "Flicking the disaster out". Total 24 pieces. Showa period, 20th century, Fukuoka, Japan. Large: 4.5 x 4.5cm (1.77 x 1.77in), Small: 2 x 2cm (0.78 x 0.78in)
