At first glance appearing to be a print, this is in fact a painstakingly executed watercolor drawing, likely French I am thinking, measuring 16" by 20 1/2" (23 3/4" by 28" framed). The subject is of formal 18th century (earlier?) figures lounging on a classical Versailles-like terrace. They are surrounded by a balustrade, fountain, distant trees, and, in the immediate foreground, a border of oversized flowers...
In the style of noted California artist Ellen Burpee Farr, this is a classic late nineteenth century watercolor of the distinctive leaves and "berries" of the pepper tree commonly seen in Southern California. Signed at upper left "A.C. Hough" (or "Haugh"---I don't see a listing for either name), this is a beautiful study that is possibly not finished (the leaves and berries at lower right---could be the artist's intention, or simply unfinished---you judge)...
Old print of what I believe are camellias, 10 1/2" by 8 1/2" inside the mat with hand-drawn outlines, 15 1/4" by 13" in what is now (but might not have been originally) a convincingly distressed gold frame, with hand coloring delicately applied. At upper right near the mat is "Pl." and a number so this was no doubt a plate from a book on botany. The item was probably framed in the early 1960's. There is some water staining of the very lowest portion of the mat...
