This is a typical turn-of-the-century work by an amateur artist, though, a skilled amateur. Francis Hopkinson Smith, 1838-1915, was born in Baltimore Maryland the descendent of a signer of the Declaration of Independence and the first president of the Pennsylvania Academy of fine arts.
