The piece has 2 notches cut into it to place a cigaret. Also, on the bottom it looks like it was signed. Hard to tell, but please see last photo! For accuracy it has 1 scratch on the rim and about 3 small fleabites (1 on the rim, and 2 on the notches)...

Murano Cased Light BLUE PULEGOSO or Bollicine Art Glass Smoking SET!!! Attributed to Archimede SEGUSO, circa 1940s!!! The Set consists of a lighter and cigarette holder! The lighter has a button release and DOES spark up! This glass piece has a hole in the bottom, which is for the lighter part to attach to the glass with a screw (lighter is lose on top). I have seen this before on lighters of this kind...

Large and Beautiful Murano OPALESCENT PINK and GOLD FLECKS At Glass Double Handles Center Piece Bowl!!! Believe this is a BAROVIER and TOSO or an even earlier Barovier Seguso Ferro piece!!!
