The painting likely dates to about 1925 or 1930. Measurements are 14 1/2" by 25" (19" by 32 1/2" in frame that dates to about 1965). There is stable authentically old "alligatoring" of the paint (a crackling pattern related to how quickly the paint dried)...

This work might have been created circa 1920 or so as an illustration to a book perhaps. The image would be a fine addition to a young boy's room. Condition is excellent save for a few small losses, one at center left (appearing as blue spot) and a loss in the figure's pants (light blue area at bottom).
