The work is not signed but is surely by the important Maine artist PERCY A. SANBORN (1849-1929). Sanborn was born in Waldo, Maine and lived for many years in coastal Belfast...

An old oil on gray board painting of a stone bridge over the Seine River in central Paris, in high autumn. The work measures 9" by 12" (11 3/4" by 14 3/4" in attractive maybe 1930's frame). The signature at lower left appears to be "E Turner", the "E" placed on top of the "T". If I am reading this correctly, there does not appear to be a listed artist that would correspond. In any event, the work is excellent, and by a trained hand.
