This is likely by an artist considered Canadian, CAROLINE HELENA WILKINSON ARMINGTON (1875-1939) rather than by American CAROLINE ARMINGTON (1898-1986), though records for the two seem to be hopelessly entangled...

This is a color aquatint, 9 7/8 by 12 7/8" as framed, the subject a monumental Paris building in the autumn twilight, (the Pantheon, I believe?), numbered at lower left 248 of 500 and signed at lower right in pencil by the noted French 20th century impressionist painter CHARLES BLONDIN (1913-1991).
