I have been unable to find a listing for the artist. In a new frame. 10 by 12 inches, with frame 12.5 by 14.5 inches.
Condition: excellent.
Though it is difficult to date, I suspect it is from the middle of the 20th century and most likely to be American.

There is an old 1920's or 1930's Belfast label on the reverse wood from William Rodman and Company, 41 Donegall Place BELFAST. This is a charming antique watercolor, signed at lower right "Vl. Titelbach", and dated there 1884, the subject a celebratory procession of country folk complete with ox-drawn wagons, horse, drums, pistol being fired in the air and other quaint details. The work is on old browned paper, and it measures 14" by 21" inside the mat. There is no glass (I discarded it---was cracked when this was found, in southern Maine).
