Research indicates this is after a Renoir original work "Portrait of a Girl Wearing a Charlotte", circa 1900, now in the collection of the Musee d'Orsay in Paris...

A really well painted antique small watercolor of yellow roses, 6 1/4" by 8 1/4" in strip frame, signed at right with what looked to be LCTiff----When I purchased this in San Francisco area in the 1980's or early 1990's I thought it possibly a turn of the century work by Louis Comfort Tiffany.
